What can you be fined for with personalliste?
Personalliste (a list of the people actually working at a given workplace) must be kept continuously and be available during an inspection. SkatteetatenThe Norwegian Tax Administration, which among other things inspects personalliste. (the Norwegian tax authority) can impose an overtredelsesgebyr for violations related to personalliste, including cases where the error is technical, for example when the list exists but cannot be properly presented to the inspector.
A fine may be imposed in particular for:
- not keeping personalliste in an industry where it is required, such as hospitality, hairdressing and beauty, an auto workshop, or bilpleie,
- keeping the list incorrectly, for example missing required data, missing start and end times, or using loose sheets instead of proper documentation,
- not being able to present a correct personalliste during an inspection, including unannounced inspections,
- not storing personallister as required,
- not cooperating during an inspection, for example by obstructing access to documents or refusing to provide information.
The inspection basis includes, among other things, skatteforvaltningsloven § 10-4, which allows Skatteetaten to carry out inspections at businesses that are required to provide information. The inspection may be announced or unannounced, and a site inspection does not require any special justification. In practice, if an inspector shows up at your premises, salon, or workshop, a correct personalliste should be ready immediately.

How much is the fine for missing personalliste?
The fine for missing personalliste is calculated in rettsgebyrA fixed court fee unit used to calculate penalties. In 2026 one rettsgebyr is NOK 1,345. (R), an official fee unit used in connection with sanctions. In 2026, 1 R is 1,345 NOK, so the amounts below are based on the current rettsgebyr for 2026.

The 20 R rate applies to a repeated violation within 12 months from the decision on the overtredelsesgebyr. An additional penalty for people missing from the list may be added separately, for example when the inspector sees an employee at the premises, but that person is not included in personalliste.
Example: if a company does not have a correct personalliste and 2 people are missing on the day of the inspection, the fine may be 10 R + 4 R = 14 R, which is 18,830 NOK at the 2026 rate. Who pays, and is the fine automatic?
For missing personalliste, the fine is paid by the employer or the business operator, not the employee. This also applies when the mistake was made by a shift manager, accountant, or another person helping the company, because Skatteetaten can hold the business responsible for the actions of its helpers.
