A personalliste answers one simple question: Who is in the premises, workshop or salon right now – and when did they start and finish? It is not about next week’s shift plan or the employment contract, but about who is present here and now.
The most common mistake is registering only permanent employees. The personalliste also covers hired-in and unpaid staff – the family member helping out, the person on a trial shift or the hired-in mechanic.

A personalliste is an ongoing record of who is actually at work at a location, with the time each person started and finished. It answers who is present here and now – not who is scheduled or employed. The obligation follows from bokføringsforskriften § 8-5-6.
The duty applies particularly to three groups: food service, catering and takeaway (§ 8-5-1), hairdressing and beauty care (§ 8-3-4) and car workshops, car washing and car care (§ 8-12-1). Tanning salons are exempt from the hairdressing and beauty group.
As a main rule everyone working at the location must be included – owner, general manager, full-time and part-time employees and hired-in staff. One important exception: a business run solely by the owner or general manager and their close family normally does not need to list these in the personalliste. The list must contain name, national ID or D number, and the time of check-in and check-out.
