What is personalliste and why must an employer keep one?

Personalliste is a list of the people who are actually at work at a specific place and time. The purpose is to answer a simple question: who is in the restaurant, workshop, salon, or service point today, when did they start work, and when did they finish? Skatteetaten describes personalliste as a list showing who is at work, including the start and end time of work.

Under bokføringsforskriftenThe Norwegian bookkeeping regulation that, among other things, governs the duty to keep a personalliste. - the Norwegian bookkeeping regulations - the obligation to keep a personalliste follows from § 8-5-6, and the obligation to store it follows from § 8-5-7. This is a tax and bookkeeping obligation linked to inspections by SkatteetatenThe Norwegian Tax Administration, which among other things inspects personalliste., rather than a standard HR record.

The most common mistake is listing only permanent employees. Personalliste also covers ulønnet personale (unpaid personnel) and innleid personale (hired-in personnel). If a family member helps in a restaurant, someone is on trial in a beauty salon, or a hired mechanic comes into a workshop, that person may also need to be listed.

Do not confuse personalliste with timeliste or vaktplan - these are three different things:

  • personalliste shows who is at work right now (an obligation towards Skatteetaten),
  • a digital timeliste shows actual working time, breaks, and overtime (an obligation under arbeidsmiljølovenThe Norwegian Working Environment Act, which regulates working conditions including working hours., the Working Environment Act),
  • vaktplan or arbeidsplan shows planned working hours, which may differ from what actually happened.

There is one practical exception. Arbeidsplan under arbeidsmiljøloven § 10-3 may function as a personalliste, but only if it is kept up to date continuously. A regular vaktplan prepared two weeks in advance is not enough if it does not show changes in real time.

Which industries in Norway are required to keep personalliste?

The obligation to keep a personalliste applies to specific industries listed in bokføringsforskriften. In practice, there are three main groups: food service and ready-to-eat food, hairdressing and beauty, and car workshops and car care.

1. Food service: serveringssteder, catering, gatekjøkken, and ready-to-eat takeaway food

The first group includes serveringssteder (places serving food or drinks), cateringvirksomhet, gatekjøkken, and other businesses where ready-to-eat food is delivered to the customer or picked up on the premises. This follows from bokføringsforskriften § 8-5-1, which gives personalliste a broader scope than restaurants serving alcohol only.

Practical examples include restaurants, cafes serving food, pizzerias with pickup, food trucks, kebab shops, burger shops, sushi takeaway, event catering, and a traditional gatekjøkken.

2. Hairdressing and beauty services

The second group is frisørvirksomhet og skjønnhetspleie (hairdressing and beauty services). The obligation follows from bokføringsforskriften § 8-3-4, which refers to the rules for keeping and storing personalliste in § 8-5-6 and § 8-5-7.

This group includes, among others, hair salons, barbers, beauty salons, manicures, pedicures, facials, body care, spas, eyelash and eyebrow tinting, permanent makeup, teeth whitening, and piercing. Solarium is excluded from this list according to information from Skatteetaten.

3. Bilverksted and bilpleie: workshops, car washes, detailing, and paint shops

The third group is bilverksted and bilpleie (car workshops and car care businesses). Bokføringsforskriften § 8-12-1 requires such entities to keep and store a personalliste in accordance with § 8-5-6 and § 8-5-7.

The obligation is broader than a traditional repair workshop. It also covers car washes, bilvask, paint shops, billakkering, and car care services, meaning bilpleievirksomhet.

Mixed business activity and the 75% threshold

For mixed business activity, what matters is how much of the turnover comes from activities covered by the personalliste obligation. As a general rule, a company is exempt if 75% or more of its turnover comes from activity that is not covered by this obligation.

Example: you run a cosmetics shop with a small beauty corner. If 75% or more of the turnover comes from selling goods, you may generally fall outside the personalliste obligation.
